PDR Act

A Poster of Dubious Reality (PDR) is hereby defined as a poster on the Nelagan forums who is neither a citizen (or prospective citizen) or a foreigner. Excluded then are NPCs, Papels, Double Logins, People just joining micronationalism because their friend told them to, and Diplomats. The following special regulation applies to PDRs.

1. PDRs have no rights under Nelagan Law. PDRs have no rights under International Law. PDRs are not recognised as human.

2. Any PDR found to be engaging in illicit acts will be deported without trial, have their account deleted and their IP banned.

3. Any PDR not engaging in illicit acts may still be deported without trial, have their account deleted and their IP banned; if they are deemed a disturbance to the peace.

4. Any PDR who has not been deported may be adopted by any non-PDR entity which can post a claim to it. Adopted PDRs become the sole property of their new owner, and cannot be deported under 3 without their owner's permission. All PDRs contravening 2 will still be deported, adopted or not.

5. The adoptee bears no responsibility for the actions of their PDR, and may cancel their adoption at any time.

6. Any poster identified as a PDR may seek to have this status removed. They must petition the High Court, who can then grant them the status of "Tolerably Real" if the High Court is convinced of their non-Dubiousness. Any PDR who thus ceases to be a PDR will be freed from any adoptive relationship. The owner of a PDR has no say in whether the High Court grants them "Tolerably Real" status.
